The Challenge

Digital technologies have significantly impacted multiple fields, including security. Modern technologies, particularly those driven by data innovation like Artificial Intelligence (AI), offer new opportunities for law enforcement to combat criminal activities occuring online offline, and in cyber-physical convergence. Access to trusted large-scale data from diverse sources is crucial for developing data-driven tools that can help Law Enforcement Agencies (LEAs) make informed decisions and enhance crime-fighting capabilities. It is essential to ensure that data used for developing security technologies comply with data protection laws, as well as respect fundamental rights. Additionally, preventing bias based on ethnicity, gender, nationality, or other factors is vital to maintain fairness and impartiality in security operations.

The TESSERA solution

The European Security Data Space for Innovation is essential for implementing the European Data Strategy in the security field. Its main goal is to ensure Europe’s control over its data and build trust in the use of Artificial Intelligence by law enforcement. In this framework, TESSERA aims to prepare high-quality, large-scale, trusted, and shareable datasets based on real-world operational needs. This will support the European Security Data Space for Innovation. TESSERA will focus on analyzing and defining the requirements to ensure that different datasets can work together and be shared while protecting privacy and fundamental human rights. The project will also outline the detailed architecture for the national components of the European Security Data Space. This includes requirements for user management, data access, and exchange, ensuring these components can connect and function within the broader EU system.

Additionally, by involving key stakeholders such as Europol, eu-LISA, and FRONTEX during the project, TESSERA will avoid duplicating efforts, utilize existing solutions, and ensure its outcomes are based on best practices and lessons learned. In the long run, TESSERA will promote the adoption of standards and AI technologies to enable data reuse across EU Member States by various stakeholders. It will help harmonize the development and validation of AI solutions in the security field across Europe. This will assist law enforcement agencies in effectively addressing modern crime challenges with more efficient, interoperable, and trustworthy solutions that fully respect EU values. Moreover, TESSERA will enhance Europe’s security capabilities and contribute to EU data sovereignty by reducing dependence on non-EU industries. By promoting data-driven applications and generating high-quality large-scale datasets, TESSERA will also improve sustainability and contribute to energy efficiency, supporting the EU’s 2030 climate goals.

IMPACT

Long term

Foster the adoption of standards and AI technologies to enable data reuse across EU Member States and facilitate Law Enforcement in tackling modern challenges in their fight against crime.

Short term

Identify the conditions for the creation, availability, interoperability, accessibility, and shareability of high-quality trusted datasets and data models, appropriate for training, testing, and validating data-driven AI systems.

Ambition

TESSERA conducts the preparatory work for the creation of high-quality, large-scale, trusted, and shareable  datasets to support the European  Security Data Space for Innovation (EU SDSI). Focus will be given on defining the requirements for the interoperability and shareability of heterogeneous datasets, considering their compliance to privacy and fundamental human rights, as well as on specifying the architecture of the data-related national components of EU SDSI. TESSERA builds upon and complements past and ongoing relevant initiatives and fosters the engagement of interested stakeholders, including EU agencies and associations, Law Enforcement, and industry.
